Economic Directorate
The Economic Directorate (DE) is an economic and financial administrative unit at the EU Rectorate subordinate to the University Administrator. The Economic Directorate follows the design and implementation of the economic and financial procedures of the University. The Economic Directorate records the maintenance of relevant manual and electronic documentation in close relation to state financial bodies, in pursuance of legal and sub -legal acts. The Economic Director is the implementing officer (NZ), in the role of secretary of the University Strategic Management Group (GMS). The Economic Directorate performs the following administrative economic and financial functions:
- With the authorization of the administrator, it implements all decisions of the Board of Administration and the Academic Senate of financial and administrative character;
- Preparation of the final document of the mid -term budget (MTBP) of the annual budget plan and the coordination of work during the process of preparing the university budget;
- Prepares periodic reporting for decision -making, in order to achieve its objectives regarding the part of income and expenses made, their accounting, and to meet the university's annual financial statements, in accordance with the requirements of the legislation in force and the rules approved by the Minister responsible for finance;
- Na support, regarding the establishment and implementation of the MFK system, risk management and the presentation of the general ratio of risks to the head and strategic management group (GMS)
- Monitors and follows through university administrative structures, donations and other legitimate sources of financing foreign projects, pursuant to MFE acts for this purpose;
- Prepares the report and relevant decisions that the administrator proposes for approval, the criteria for the administration of financial and material resources, for the approval and imposition of students' education payments at the beginning of the academic year, the imposition of services rendered to students, setting of fees for legitimate services to third parties.
- By order of the administrator, we periodically perform the economic and financial actions by completing the necessary documentation required by the SIFQ system in the Elbasan Treasury Branch, through actions in the AFMIS electronic system by the Finance specialist with the approval of the NZ implementing employee;
- Prepares periodically and reconciles with the Elbasan Treasury branch progressive records of monthly income and expenses. Prepares at the end of the budget year, the final annual revenue report of inherited revenue in the following year, the final expense situation, the record of income for unused use which are inherited in the following year, the evidence of unused and unused grants of inherited in the following year;
- Cooperates with and other university structures and authorities abroad for daily administration matters;
- - declares employees at work and removing them in the tax system, performs employee payment procedures and records them in the monthly salary book for each employee in electronic form;
- - Prepares the payroll of students' financial scholarships and records in the electronic scholarship register for each month, as well as student refunds from incorrectly tuition fees;
- - Pursuant to the VBA it identifies the obligations of the school payment students in the electronic program from which the receipts for receipt are generated and records the payments made by each student for the receipts made;
- Implements Administrator orders for the management, inventory and maintenance of the University's movable and immovable property, reconciles every year for movements in sustainable and circulating assets, prepares the material every year for the performance of physical inventories in sustainable assets and circulating university.
- Prepares in cooperation with other directorates in the Rectorate report and relevant decisions, which the administrator proposes the Board of Administration for Procedure Approval or Review and Approval of Stock Execution and Exemption Requirements or Decrease in Education, for the Academic Year current, according to legal and sub -legal acts.
