University of Elbasan “Aleksandër Xhuvani” is an open-access journal. In an open access model, the costs of publishing an article in the Scientific Bulletin are mainly subsidized by the university budget. Editing and publishing articles, replaces subscription fees and allows publishers to make the full text of any published article freely available to all interested readers.
