Publication Ethics
All parties involved in the publishing or publication process in the Scientific Bulletin of the University of Elbasan, "Aleksandër Xhuvani", the Journal's Editorial Board, editors, stable partners, and authors must understand and respect the norms and ethics of scientific publications. The publication of articles in the Scientific Bulletin must be guided and implemented by policies based on the best scientific research procedures and practices. Scientific papers for publication should basically preserve the three ethical values of publication:
- neutrality, which is free from conflicts of interest in the management of publications;
- justice, which grants copyright to copyright holders; and
- honesty, which is free from duplication, fabrication, forgery, and plagiarism.
Ethical Guidelines for Journal Publication
Articles go through a peer-review process that is important for developing a coherent and respectful body of knowledge. This is a form of recognition of the quality of the author's articles and the institutions behind them. Reviewing articles is a form of application and embodiment of the scientific method. Therefore, it is important to agree on the expected standards of ethical behavior for all parties involved in publishing actions: authors, editors, reviewers, and publishers. The Editorial Board, the editors, understand their duties as responsible in every process, both ethically and in other responsibilities.
Duties and responsibilities of the editorial team
Fairness: Regardless of the author's color, gender, sexual orientation, religious views, ethnic background, nationality, or political position, the editors' evaluation of the manuscript should be based solely on the intellectual content of the article itself.
Confidentiality: The editor and any editorial staff are not permitted to disclose any information about the submitted manuscript to anyone other than the author, reviewer, prospective reviewer, co-editor, and publisher.
Disclosure and conflict of interest: Unpublished information disclosed in the submitted text may not be used in the editor's own research without the express authorization of the author.
Decision to publish: The editors are responsible for deciding which articles should be published from the articles that have been submitted. Articles' validity and benefits to researchers and readers should be used as a determining factor in any decision. Editors will base their policies on the journal's editorial board and generally applicable legal rules such as defamation, copyright infringement, and plagiarism. Editors may negotiate with other editors or other reviewers before making these decisions.
Manuscript evaluation: Each manuscript must be checked for originality by the editor before being accepted. Editors must organize and use reviewers' reviews fairly and intelligently. The editor should explain the peer review process to the author. For manuscripts considered for publication, the editors should use appropriate reviewers, selecting individuals with the necessary experience and evaluating them anonymously.
Reviewer Duties and Responsibilities
Contributions to editorial decisions: Reviewers help editors in making editorial decisions and also help authors through recommendations to improve the quality of articles.
Punctuality: Once assigned, a reviewer who feels that he lacks the skills required to evaluate a particular article or who anticipates that his evaluation will not be completed on time must inform the editor and withdraw from the article review process.
Objectivity Standard: The review must be conducted in an impartial manner. It is unethical to criticize the author personally. Revisions should be concise and well-reasoned, unless the editor specifically instructs otherwise.
Confidentiality: Any article sent to the reviewer for consideration should be treated as a confidential document. Without the editor's permission, manuscripts may not be displayed or discussed with others.
Knowledge of reference sources: The citation must indicate relevant publications that the author has not cited. The reviewer should also inform the editor if the article under review and any previously published work of which they are aware have any significant overlap or similarity.
Confidentiality and Conflict of Interest: Any ideas or information obtained through peer review are required to be kept confidential and not used for personal gain.
Duties and Responsibilities of the Author
Writing standard: Authors should present accurate reports of the research conducted as well as the objectives and benefits of the research. Basic data shouldaccurately represented in the item shipped. The manuscript should contain sufficient detail and references to allow others to replicate or continue the research. The act of fraud or deliberate inaccuracy in the submission of data and references is unethical and unacceptable behavior.
Originality and plagiarism: Authors must ensure that their work is completely original, and if they have used someone else's words or work, they must ensure that it is correctly cited.
Submission of an article to more than one journal: The same research work cannot be published by the same author in more than one journal (multiple or simultaneous publication). It is unethical and inappropriate for authors to simultaneously submit the same paper to several journals.
Acknowledgment of the source: The author must always acknowledge the contributions of other authors. Writers should cite works that have had an impact on the way their scholarly work is written.
Author citation: Only those who have made a major contribution to the conception, design, implementation, or interpretation of the presented research should be cited as authors. Co-authors should be named as those who have significantly contributedconception, design, implementation, or interpretation of the presented research should be cited as authors. They should also ensure that all co-authors have reviewed the final version of the article and approved it before submitting it for publication.
Basic errors in published works: When the author finds significant errors or inaccuracies in self-published works, it is the author's duty to immediately notify the editor or publisher of the journal and cooperate with the editor to recall or correct the article. It is the author's responsibility to report any errors or inaccuracies in self-published works to the review editor or publisher and to work with the editor to retract or correct the article.
